• Every finding cites specific text from the draft (quote or paraphrase)
• Severity assignment is consistent (don't call a missing mechanism a "minor fix")
• Recommendations are executable in one editing pass without further interpretation
• Escalation gate enforced: if 2+ Rewrite findings, lead with "consider full rewrite" before listing minor fixes
