Always use APNs Authentication Key (.p8) over certificates:

The .p8 key is generated once in Apple Developer portal (Keys section) and uploaded to Firebase. One key works for all apps and both sandbox/production environments.
Permission timing is the single biggest determinant of push opt-in rates. Get this wrong and 40%+ of users will deny — permanently.

iOS 12+ supports provisional authorization — notifications are delivered silently to the notification center (no sound, no banner) without prompting the user. The user sees a "Keep" or "Turn Off" option on the first notification.
Use this for low-urgency notifications to build a track record before asking for full authorization. Not all apps should use this — it is best for content-driven apps (news, social) where the user needs to see notification value before committing.

Device tokens are the address where push messages are delivered. They are ephemeral, change without warning, and must be treated as mutable state.

Android requires notification channels. Create them at app startup — they cannot be modified programmatically after creation (only the user can change channel settings).
