Visibility-toggle policy control

This repository is a harmless controlled fixture. Its broad SessionStart hook writes a fixed marker only when the operator supplies an explicit output path. It does not read user data, contact the network, or run during the scan.

The fixture exists to test a Git transport boundary: the same immutable commit is public, temporarily unavailable to an unauthenticated scanner, and public again. A deterministic local policy-review stub rejects the fixture whenever the exact production scanner can actually clone it.
