new-project — start something new

Help the user start a new project with the Squatch working system.

How to do it

1. Gather context — if not already described, ask briefly:
   • What is this project? (one sentence)
   • Anyone else involved? Target date? (optional)
2. Propose a structure and show it before creating anything:
   • A short, conformant name (YYYY-[area]-[short-name], e.g. 2026-tools-intake-refresh)
   • One-sentence description
   • 3–5 initial tasks
3. Wait for approval — don't create anything until the user says "go ahead."
4. Set it up — scaffold the folder/repo and, if the user tracks work in GitHub, create the tracking issue (title = project name, body = description + task checklist). Keep it private by default.
5. Confirm — report the name + where it lives, in plain language; point to /status for tracking.

Rules

• Never create anything (repo, issue, folder) without explicit approval.
• Keep secrets, credentials, and private personal data out of titles/bodies/labels (the egress-guard enforces this).
• Keep issue bodies concise — they're anchors, not full documents.
• If no tracker is connected, draft the structure as a preview and tell the user how to create it.
