Use this skill when the user says things like:
Initializes, checks, and refreshes Retriever workspaces: sets up .retriever directories, migrates schema, verifies runtime via workspace status/init/update, and manages tools.py bundle.
Checks bopen-tools plugin version against GitHub in ~70ms, returning JSON status (current/outdated/ahead). Use at session start, for update queries, or suspicious skill behavior.
