Use before modifying a file or symbol, or when asked "what breaks if I change X?". Depth 0 — fast, no follow-up queries, returns immediately. Two modes: inline (no artifacts, default for agent-initiated use) and artifact (writes to docs/act/, triggered for human-initiated requests or Critical risk verdicts).

Analyzes impact of changes to files, APIs, components, or models. Provides dependency analysis, risk assessment, breaking changes, migration checklist, and test coverage gaps before modifications.
Analyzes blast radius, risk level, direct/indirect dependents, tests, and reviewers before file changes. Use for production code, refactoring, or paths like payment/auth/billing/security.
Analyzes impact of code changes using knowledge graph to identify affected files, tests, docs, components. Use before PR merges, refactors, test failure debugging.
Share bugs, ideas, or general feedback.

When multiple criteria apply, use the highest verdict. When tools are missing, caveat the verdict: "Medium (test coverage unknown — analyze_test_gaps not available)".
