Initialize a new CLI package for a Midnight Compact contract

Use this agent when you need to scaffold, develop, or modify an Oclif CLI for a Midnight Compact smart contract. This includes creating a new CLI from the template, adding new commands, modifying existing commands, fixing CLI bugs, or working on CLI library modules.
