Procedure
Step 1 — Deliverable Inventory
- Catalog all discovery artifacts: assessments, diagrams, risk registers, roadmaps.
- Verify completeness against the original discovery scope.
- Identify artifacts that require updates or finalization.
- Tag each artifact with its evidence quality level.
Step 2 — Context Packaging
- Write the architectural decision records (ADRs) for all key decisions made during discovery.
- Document rejected alternatives with rationale for rejection.
- Compile the assumption register with validation status.
- Create a stakeholder map with contact points and domain ownership.
Step 3 — Implementation Guidance
- Translate roadmap phases into implementation-ready work packages.
- Define acceptance criteria for each work package.
- Identify technical prerequisites and environment requirements.
- Document known risks with their mitigation strategies and triggers.
Step 4 — Handover Execution
- Produce the handover document with navigable structure.
- Include a "start here" guide for the implementation team.

Quality Criteria
- Every discovery decision has an ADR with context, decision, and consequences.
