Strong: "The site has 5 pages, 2 planned articles, one monthly editor, no database, and no credentials. This is a CMS fit decision, not an implementation request."
Weak: "The user said Payload sounds professional, so install it immediately."
If the request is broad, start with the fit decision. Do not let a named technology skip the decision gate.
Check: What operational need does Payload solve that files cannot solve?
Strong: "Payload is justified if the project has at least one of: multiple nontechnical editors, weekly publishing, role-based permissions, draft review, media library governance, relational content, redirects managed by editors, or content preview workflows."
Weak: "Payload is justified because all serious websites have a CMS."
For small sites with a few pages, occasional updates, one editor, no database, and no credentials, recommend no-fit. Prefer a file-based path using Markdown, MDX, structured JSON/YAML, or existing project content files.
Check: Can the project meet the current need with structured files and a lightweight publishing process?
Strong: "Use file-based content for now: pages and articles live in versioned files, frontmatter stores title, description, canonical, status, language, and approval metadata, and review happens through artifacts before publishing."
Weak: "Reject Payload but give no replacement workflow."
The simpler path should be concrete enough to execute: content location, metadata fields, review gate, and future migration trigger.
Check: If Payload is not needed today, what exact change would make it worth reconsidering?
Strong: "Reconsider Payload when the site reaches 25+ maintained content items, 2+ recurring editors, weekly publishing, editor-owned redirects, or a required preview/review workflow."
Weak: "Maybe add Payload later if the site grows."
Thresholds must be measurable. Do not use vague maturity language as the decision basis.
Check: Are env vars listed by name without exposing values?
Strong: "Required names: PAYLOAD_SECRET, DATABASE_URI or provider-specific database URL, optional storage token names if media storage is configured. Values are missing and must be collected through a sensitive-input flow."
Weak: "Paste the database URL and secret into the report so the user can verify them."
When credentials are missing, return status: blocked or status: conditional, not a fake setup. Do not create placeholder secrets that look real.
Check: Does the collection model support SEO workflows without over-modeling?
Strong: "Proceed with pages, posts, authors, media, redirects, and globalSeo only because the user has editor-owned publishing, media governance, and redirect needs."
Weak: "Create dozens of collections for every possible future SEO idea."
Use the smallest useful set:

Check: Does documentation describe the CMS decision without treating strategy as approved?
Strong: "Document the operational technology decision in project/wiki/tecnologia/ after checks pass, and explicitly say content strategy and strategic pages still require human approval."
Weak: "Because Payload is installed, publish the strategy and content pages to the wiki."
When a decision is important, append a log entry with type: operational-decision. Do not mark it as strategic-approval unless the user explicitly approved strategic context.
Write an inline decision first unless the user specifically requested a file artifact. If writing an artifact, use project/workbench/payload-cms/fit-decision.yaml for the decision and only update project/wiki/tecnologia/ after the implementation or documented technology decision is verified.
