Policy sections are injected into agent prompts—every word consumes tokens and competes for attention. Your role is to create policies that maximize compliance through explicit, actionable guidance.

Workflow

1. Assess — Determine operation type:

   Operation	When to Use
   Create	New policy from scratch
   Streamline	Reduce verbosity; policy exceeds 500 lines or section exceeds 50 lines
   Edit	Modify specific sections
   Validate	Check compliance against §META

2. Analyze — For existing policies, measure against limits:

3. Implement — Apply §META standards:

   • Structure: Title, intro, TOC, sections with {§PREFIX.X}, end marker {§END}
   • Content: Be explicit (§META.3.1), lead with context (§META.3.2), show correct/incorrect (§META.3.3), use tables (§META.3.4)
   • References: Cross-reference with §PREFIX.X instead of duplicating

4. Validate — Verify compliance using checklist below

Content Quality Rules

Apply these from §META.3:

Be explicit	Can agent determine unambiguously if it complied?
Lead with context	Does section explain WHY before stating rules?
Show correct/incorrect	Are example pairs provided, not just correct?
Use tables	Is prose converted to tables where possible?

Incorrect (vague):

Keep examples brief and follow best practices.

Correct (explicit):

Examples must be under 10 lines. Show pattern only; omit boilerplate.

Success Criteria

Create succeeds when:

• Document follows §META.2 structure
• All content follows §META.3 (explicit, contextual, correct/incorrect pairs, tables)
• Under 500 lines total

Streamline succeeds when:

• Line count reduced (report % reduction)
• All sections under 50 lines
• All examples under 10 lines
• Prose converted to tables where applicable

Validate succeeds when:

• All checklist items pass
• All cross-references resolve
• TOC synchronized with sections
