⚠️ ASSUMPTION: "Source files" means any file under the detected source directories (src/, app/, lib/, packages/, services/) that is not a manifest, config, or entry point. Files in test directories count toward the file total but are handled separately in Step 6.
Sampling strategy for medium and large tiers:
Priority ordering (always read these first, within budget):
