IF no test file exists for changed file:

Calibration check: CRITICAL coverage gaps should be rare—reserved for completely untested business logic or missing test files for new modules. If you're marking multiple items as CRITICAL (🔴), recalibrate. Most coverage gaps are important but not critical.
