[Agent] Implement secure authentication with MFA

Spawn the `dev-team:authentication` agent (model: sonnet) to implement auth.

- Implements strong password validation rules
- Sets up Multi-Factor Authentication (TOTP, SMS/Email OTP)
- Configures secure session management
