Display the status of specifications including workflow progress, quality scores, and pending items.

## Workflow

1. **Scan Specifications**
   - If `--all`: Scan entire `.specs/` directory
   - If spec-id: Load specific specification
   - If no argument: Show recent/active specifications

2. **Collect Status**
   - Read specification metadata
   - Check workflow phase
   - Calculate quality scores
   - Identify pending items
