Set herald notification style (tts or alerts)

Set the notification style for when Claude finishes responding.

**Styles:**
- `tts` - Text-to-speech reads the response aloud
- `alerts` - Play a sound and activate VS Code

Use `/herald:disable` to turn off notifications entirely.
